“My aviation involvement begins in a Church parking lot with control line model aircraft at age 11 leading to a manned aviation that includes recent retirement as an airline captain. RC Model aviation is my primary form of personal recreation and led to part time employment performing optical inspection by drone in the power general field. Besides operating and maintaining their equipment, I build small special purpose inspection quadcopters of simple design for complex environments. My concerns are the loss of recreational flying space and the inability to innovate or test new equipment designs as a self financed individual. The increased cost associated with airframe design Declaration of Compliance and the ability to perform a quick test flight without traveling to a FRIA will end my commercial builds. Being forced to fly a 100% FAA approved design instead of my own creation, just may end my recreational model flying as well. There will be little challenge in assembling and flying this type of aircraft. The attached photo is a DJI Mavic 2 operating with hacked software and carrying an extra camera & lighting. This unit was modified for proof of concept flights prior to committing to a professional system such as ELIOS. These modifications will not be allowed with the NPRM.”
